Miriam College – Henry Sy, Sr. Innovation Center, as lead organization of the Strategic and Collaborative Alliance for Leveraging Ecosystem of Startups in NCR (SCALE NCR), spearheaded a comprehensive mapping of the startup ecosystem across the region’s 17 local government units (LGUs). This initiative provides a clear view of each LGU’s innovation landscape by identifying strengths, gaps, and challenges. By collecting data on policies, support programs, incubators, startups, academic partnerships, and investor presence, the mapping serves as a strategic diagnostic tool. These insights will guide the design of targeted, high-impact interventions and localized strategies that drive inclusive growth, foster innovation, and create lasting impact. Ultimately, this effort empowers LGUs to adopt evidence-based, proactive approaches in building enabling environments for startups aligned with regional development goals.
